Greater Bengaluru blueprint set for next cabinet meeting, BBMP to be restructured under new GBA framework
Deputy CM D K Shivakumar reveals that the comprehensive Greater Bengaluru development blueprint—anchored on the new Greater Bengaluru Governance Act replacing BBMP with Greater Bengaluru Authority—is nearly finalized and will be tabled at the upcoming cabinet meeting
On July 8, 2025, Karnataka Deputy Chief Minister D K Shivakumar announced that the long-awaited development blueprint for Greater Bengaluru is nearly complete and will be tabled in the state cabinet during its next meeting .
Greater Bengaluru Governance Act & GBA
This initiative supports the Greater Bengaluru Governance Act, which is set to replace the existing Bruhat Bengaluru Mahanagara Palike (BBMP) with a new Greater Bengaluru Authority (GBA)—the proposed metropolitan administrative body . The BBMP’s division into multiple municipal corporations is on track, with finalisation expected by September 15 ().
Consultations & Process
Following internal review, Shivakumar instructed the committee to consult opposition leaders before tabling its report, so consensus can be built ahead of the cabinet presentation . The groundwork is underway within BBMP limits, with planned expansion later .
Study Tour & Planning Model
In June, Shivakumar and other GBA officials visited Delhi—and also toured Hyderabad and Chennai—to learn best practices in urban planning, waste management, and construction byelaws. He emphasised that these insights, shaped for 25–30 years into the future, will now inform Bengaluru’s structured governance .
Yettinahole Project & Forest Land Acquisition
Shivakumar is also pursuing central approval for acquiring 428 acres of forest land in Hassan and Tumakuru for the Yettinahole drinking water project. He will meet Union ministers such as CR Patil (Jal Shakti) and Bhupendra Yadav (Environment) during his Delhi visit .
Political Neutrality
Clarifying that his Delhi visit isn’t politically driven, Shivakumar compared the party office to a “temple”, indicating he may make a courtesy call to Congress headquarters .
Key Benefits & Implications
• Streamlined governance: Replacing BBMP with GBA enhances metropolitan coordination.
• Faster decision-making: Multiple municipal corporations could tackle hyper-local issues more efficiently.
• Long-term planning: 25–30 year horizon ensures sustainable infrastructure and byelaw improvements.
• Water security: Yettinahole project addresses Bengaluru’s drinking water needs, pending forest land clearance
